Chelsea Charged With 74 Breaches of FA Regulations
Premier League club Chelsea have been charged with 74 breaches of the FA’s Agent Regulation rules between 2009 and 2022. The west London outfit’s misconduct dates primarily back to between the 2010/11 and 2015/16 campaigns.
The Blues will have to deal with this in the future, having now been hit with a record fine for also breaking Premier League rules.
It is understood that six FA regulations, which are set in stone for all clubs to follow, have been broken by the reigning Europa Conference League and Club World Cup winners between a 13-year period of 2009 and 2022 when Russian oligarch Roman Abramovich was the owner.
The Blues, who are five-time winners of England’s top flight, were sold by Abramovich in 2022 after the UK Government sanctioned him following his nation’s invasion of Ukraine – but, as evidenced by the recent revelation of the 74 charges by the FA, they are still experiencing backlash from decisions that were made under the former ownership model.

Chelsea Charged For Breaking Six FA Regulations
On X (formerly Twitter), an FA Spokesperson wrote the following: “The Football Association has today charged Chelsea FC with breaches of Regulations J1 and C2 of the FA Football Agents Regulations, Regulations of A2 and A3 of The FA Regulations on Working with Intermediaries, and Regulations A1 and B3 of The FA Third Party Investment in Players Regulations. In total, 74 charges have been brought against Chelsea FC.”
The statement continued to add that all 74 charges against the club relate to events which occurred between the 2010/11 and 2015/16 seasons when the aforementioned Abramovich had full control of proceedings in west London. Now owned by BlueCo, a consortium formed in 2022 and led by Todd Boehly and Clearlake Capital, Chelsea have been hit with a total of 74 charges.
“The conduct that is the subject of the charges range from 2009 and 2022 and primarily relates to events that occurred between the 2010/11 and 2015/16 playing seasons. Chelsea FC has until 19 September 2025 to respond.”
Chelsea, who have started the 2025/26 Premier League season brightly with two wins and a solitary draw from three outings, now have until 19 September 2025 to respond to the FA. Between now and then, they travel to Brentford in the league and to Bayern Munich to kickstart their Champions League campaign. The day after their deadline, they are set to face Ruben Amorim’s Manchester United in the Premier League.
Chelsea Respond To FA Charges With Club Statement
Amid the news finding its way around the internet, Chelsea have released a statement themselves to set the record straight. “Chelsea FC is pleased to confirm that its engagement with The FA concerning matters that were self-reported by the club is now reaching a conclusion,” they wrote before adding: “The Club’s ownership group completed its purchase of the club on 30 May 2022.
During the process of the free-spending BlueCo purchasing the English behemoths from Abramovich, the statement insisted that the FA were made aware of ‘potentially incomplete financial reporting’ that happened under the former ownership model. The club have claimed they self-reported such breaches to all relevant parties and that includes the English FA.
“During a thorough due diligence process prior to completion of the purchase, the ownership group became aware of potentially incomplete financial reporting concerning historical transactions and other potential breaches of FA rules. Immediately upon the completion of the purchase, the Club self-reported these matters to all relevant regulators, including The FA.”
The statement continued: “The Club has demonstrated unprecedented transparency during this process, including by giving comprehensive access to the Club’s files and historical data. We will continue working collaboratively with The FA to conclude this matter as swiftly as possible. We wish to place on record our gratitude to The FA for their engagement with the Club on this complex case, the focus of which has been on matters that took place over a decade ago.”
GIVEMESPORT understands that Chelsea have opened up their books to The FA. The charges predominantly relate to agent payments not being correctly reported on the books, including for the signings of Eden Hazard, Samuel Eto’o and Willian.
Chelsea do not believe there has been any sporting advantage, and will argue no sporting sanction is necessary. Punishments can range from a fine, to a settlement, to a sporting sanction. Clearlake-Boehly have been very transparent in alerting relevant authorities to the breaches.
GMS understands Chelsea are optimistic that no sporting sanction will occur. Having now also been punished by the Premier League, reports suggest the club will also avoid sporting sanctions, such as points deductions, when the FA reach their verdict.
Chelsea Charged by the Premier League
In March 2026, Chelsea were charged by Premier League for rule breaches in relation to three different areas: Financial Reporting, Third Party Investment and Youth Development.
Between 2011 and 2018, it has been agreed that Chelsea paid more than £23m to seven unregistered agents or entities connected to them, over the transfer and registration of seven players. Hazard, Eto’o, Willian, Ramires, David Luiz, Andre Schurrle, and Nemanja Matic were the players in question.
The Premier League have now given Chelsea a £10m fine – the biggest in Premier League history – and a suspended one-year first-team transfer ban, which is suspended for two years (so the Blues will still be able to register first-team players as long as they do not breach the rules again).
On top of this, Chelsea were also investigated for potential breaches of the Premier League’s youth development rules, with a separate transfer sanction being agreed. The west London club have received an immediate nine-month ban from registering academy players purchased from Premier League and EFL clubs, as well as a £750,000 fine.
Chelsea’s proactive self-reporting, admissions of breach and exceptional cooperation throughout the investigation were key to them handing out this sanction, which saw no points deducted. The Blues appear to have been just as open to the FA regarding their 74 charges, which may help them avoid sporting sanctions.

Tottenham Enter Race to Sign Viery
Tottenham have already made strides to improve their defensive options this summer, but Portal do Gremista reports that the Lilywhites are back in for another player in the defence.
Roberto De Zerbi has wasted no time in attempting to rebuild the Spurs squad in his image, with Marcos Senesi the latest confirmed transfer addition to the defensive line.
The Argentinian centre-back joins Andy Robertson in becoming the second deal sealed by Tottenham, but work is already underway to add even more strength in depth.
Several bids have been made in an attempt to sign Jan Paul van Hecke from Brighton, with the direction of travel suggesting that the Dutch centre-back will be the next permanent addition.
Even with those signings in the backline, Tottenham appear to be lining up another defender, but one for the future.

Another defender on Tottenham’s radar this summer is Gremio star Viery, a young defender who is capable of playing as both a centre-back, and a left-back.
Portal do Gremista claims that Spurs have joined the race for the 21-year-old, alongside several top clubs in the Premier League and others in Europe.
Newcastle, Brighton, Nottingham Forest, and Sunderland are claimed to be in the race from England, while Roma, Juventus and Fiorentina have also been monitoring a move from the continent.
Scouts from those clubs have been watching the defender intently, with Gremio understanding that there is likely to be a battle over the star’s signature.
Newcastle and Fiorentina are claimed to have bids in the region of €12 million (£10.3 million) rejected, with a potential bidding war on the cards for those involved.
Viery could be the second Brazilian star to join Tottenham this summer, if he joins, as the club closes in on a move to sign Savinho from Manchester City.

Centre-Back Dilemma
A move for Viery could prove to be an impressive one, if the young defender goes on to impress in the Premier League for Tottenham.
That said, it brings up the obvious question surrounding where he would be in the team’s pecking order, and what role he would exactly fill for the future.
If the 21-year-old is viewed as an option for the long-term, then he will have a lot of quality players ahead of him, if as expected, the centre-back ranks include the likes of Micky van de Ven, Kevin Danso, Luka Vuskovic, Senesi, and Van Hecke.
