Keir Starmer has just one week left of his term as UK Prime Minister, and his final act is reportedly set to be one last major football law change. The Labour Party leader has been well involved with the World Cup this summer.
In the buildup to England’s Round of 16 tie vs Mexico, he passed an emergency law that ensured pubs would be allowed to stay open until 5am on the Monday morning – a decision that drew plenty of supporters as it did critics. Meanwhile, as the Three Lions are now into the semi-finals, where they will play Argentina on Wednesday night, a Bank Holiday could be on the cards if they bring football home.
Starmer’s final football decision isn’t linked to the national team, but rather the sport in general. The clubs that benefit the most are likely to ply their trade in the Premier League, and is a significant step in the right direction for justice.
Liverpool fans at Anfield
As per The Guardian, Starmer is expected to use his final week in office to push the Hillsborough law through its remaining stages in the Commons after months of delays. This bill aims to strengthen support for families seeking justice after major disasters and create new offences for officials who deliberately mislead the public or seek to block accountability.
The prime minister made the legislation one of Labour’s defining manifesto commitments before entering government. Speaking at the party’s conference in Liverpool in 2024, he promised to introduce legislation before the next anniversary of the Hillsborough stadium disaster – 15 April – saying families should never again have to fight the state to uncover the truth.
But despite the pledge, the bill was delayed after ministers clashed with campaigners over how it should be applied to the intelligence services. The law was to complete its Commons stages earlier this year, but the government postponed it after concerns from MI5, MI6 and GCHQ about its impact on national security operations and covert officers.
If the bill clears the Commons this week, it will represent a huge step toward embedding a legal duty across public authorities, an objective campaigners believe will help prevent cover-ups after disasters and major public tragedies.
Justice For The 97 Looks Closer Than Ever Before
The bill takes its name from the Hillsborough disaster in 1989, which led to the deaths of 97 Liverpool supporters after a crowd crush at their team’s FA Cup semi-final against Nottingham Forest in Sheffield.
In 2016, nearly three decades after the disaster, a landmark inquest found those who died were unlawfully killed – and that the behaviour of Liverpool fans played no part in the tragedy, contrary to the false claims of officers and tabloid newspapers, who painted the Anfield faithful in a disgusting light.
The decades-long fight for justice by families exposed repeated failings by public bodies, including South Yorkshire police. While the acknowledgement that the fans themselves weren’t at fault for the tragedy was a huge step towards justice, a law that prevents the same mishandling and misreporting from happening again will feel like the missing piece to the story for most.

It is clear that Liverpool are prioritising a move to sign a new winger in the summer transfer window as they search for a replacement for Mohamed Salah.

According to reports in Portugal, Liverpool have opened talks to sign Wolves midfielder Joao Gomes in the summer transfer window.
Alexis Mac Allister has enjoyed a difficult 25/26 season, so Liverpool could be looking to add another midfielder to their squad.
You could certainly argue that Gomes would be an upgrade on Mac Allister, especially for Iraola’s side.
Gomes would make the move to Liverpool and instantly become a regular starter at Anfield, so it’s a signing they certainly should be looking to pursue.

Gomes would explode under Iraola
Gomes is the type of midfielder that could easily explode under Iraola, and the new Liverpool manager would love him.
Iraola likes his teams to press high up the pitch and suffocate the opposition as they look to win the ball back.
Gomes would be perfect for that system, so it’s no surprise that Liverpool have already opened talks to secure his signature.
Gomes is clearly happy to leave Wolves this summer after their relegation from the Premier League, so it could be a straightforward deal for them to do.
A new attacker is expected to arrive at Newcastle United this summer and Eddie Howe’s transfer chiefs could turn to one of their Premier League rivals.
It’s been a problematic start to the transfer window for the Magpies after selling Sandro Tonali to Tottenham Hotspur for £100 million. Their other midfield star, Bruno Guimaraes, is pushing for a move to Arsenal, and talks are set to take place.
Newcastle were expected to react to a disappointing 12th-placed finish last time out. A lack of goals was an issue, and adding a goalscorer to Howe’s squad is a must.
Newcastle Wait in Wings For Marmoush
Speculation continues to grow over Omar Marmoush’s future at Manchester City. The Egyptian forward only joined the club from Eintracht Frankfurt for an initial £59 million in January 2025 but could be on the move this summer.
TEAMtalk reports that Newcastle and Tottenham Hotspur have made enquiries about the 27-year-old. There is also interest from the Bundesliga in the former Frankfurt man who caught the eye during his time in Germany.
Marmoush has endured a difficult spell at the Etihad, failing to live up to expectations. He lacked game time under Pep Guardiola, starting just eight of 21 league games last season.
The Egyptian is said not to be rushing for the exit door despite his struggles in the North-West thus far. He and his representatives want to understand where he features in new manager Enzo Maresca’s plans before making a decision.
Marmoush is the Goalscorer Howe Needs
Before Marmoush joined City on purported wages of £250,000 per week, his stock was sky-high amid an impressive spell at Frankfurt. He managed 37 goals and 20 assists in 67 games for the German club. It just hasn’t worked out for him at the Etihad, though he might be keen to wait and see whether Maresca gives him a chance.
For Newcastle, if they can sign the Egyptian for a reasonable price, they might be able to get the best out of him. Nick Woltemade’s slow start and Yoane Wissa’s frustrating debut campaign have furthered the need for more firepower.
Losing Alexander Isak was always going to be tough to deal but there are huge question marks over signing Woltemade and Wissa. Marmoush fits more with the profile of attacker the club should have targeted after selling Isak to Liverpool for £125m last summer.
